I've set up domains and DCs on EC2. We have also hosted applications accessible only to certain IP ranges. My preferences to this point have been to have separate domains out in EC2 but dependent on security requirements there's no reason you couldn't connect an EC2 instance to an internal network.
I don't think I'd want to try DHCP over EC2, though... There are lots of quirks with EC2 stuff. Whenever I'm trying something new there, I always set up a test environment with them and beat it up before committing to putting in a production environment. While there is a lot you can do with it, you have to ask why would you do that? Sometimes it makes sense to move everything to them, sometimes you're better off staying local. Sometimes a combination works, too...
