Perfmon (the graph on your PC window) can't display the entirety of the data (that is, if you have 20,000 data points, it doesn't build a graph with all of those data points and then shrink the graph). Instead perfmon looks at how many pixels it has to display a graph, calculates how many data points that is, and picks that many data points. On average, in general, that works out OK. If you have significant outliers - which is the case in your case example - it doesn't work out OK.
