If I unplug that cable they have no Internet. I don't control the firewall
anymore, only on each system itself via OS. Unplugging Internet is doable if I
have to really, but then I can't test workstation logins from their "remote
site" (it's on the same VLAN, but in a physically different location) before
flipping mail on.

I also don't have access to the Barracuda either :-(

Eh, worst case is I unplug the damn thing.

Exchange and Windows use SMTP for their own internal purposes, so just
shutting down the SMTP service is likely a bad idea.

I think you would need to create a connector and then fiddle with that.
You'd have to be careful not to turn it into a permanent failure, though, or
the mail will never deliver. So simply denying senders wouldn't work. I am
not sure.

What's the problem with this approach? It's simple, reliable, easy.

If you don't want to loose all Internet connectivity, just block TCP port 25
on the firewall.

If you point it at a non-existent IP address, it should see that as "host
down" and queue (assuming it can queue). It may start sending warning notices
back to the senders about temporary failure to deliver, though.
