I suspect every major power is doing things along these same lines and have been for decades, you don't think there was any sabotage going on during the cold war, for example? Computer software is simply a different medium for carrying these actions out and, like biological weapons, can go places and do things the originators never imagined. Armed warfare is far more predictable than this stuff.
Stuxnet was a different form of smart bomb and it created a different version of collateral damage.
