Thanks for all the responses, everyone.

  We'd prefer an off-site solution for bandwidth reasons, so I'm not
looking for self-hosting.  None of these files are very sensitive -- a
lot of it's intended for eventual public release -- so I'm not very
concerned with disclosure (for a change).

  The fact that the 2 GB limit is driven by browser limits is
extremely useful info.  Thank you Steven Stringham for that, and the
reference.  Now I've got some reason to push back with.  Marketing may
decide they don't *really* need to be shipping 4 GB files around
(which would be nice to hear).  Otherwise we'll have to negotiate a
solution with our customers, and doing that is like mating
elephants.[1]

  For our needs as described, it looks like yousendit.com ,
accellion.com and box.net are our best bets, modulo the 2 GB limit.
