No. Very bad idea. The Windows Installer Cleanup Utility remove files related to a package from the MSI subsystem. It was created for situations where the MSI info for a package had become corrupted, thus preventing a normal uninstall. One would manually delete the installed files, and then run the MSI cleanup utility to delete the remnants from the MSI subsystem.
