Duplicate name on the network?

Even from the first switch I can't ping her. The Domain Firewall is off, I also turned on the network firewall (this is Windows 7), I ruled out bad wiring changed the patch cables and also tried a different wall port. it does go trough an Nortel IP Phone switch but I did a direct connect and still no ping. However ESET and WSUS can see it!
