  Curious.  My system does not behave as yours apparently does.  I've
got Firefox set as my default browser.  Most links I can click in
applications open Firefox.  Given a URL to Start -> Run or the START
command open Firefox.  But if I do this:

"C:\Program Files\Internet Explorer\IEXPLORE.EXE" http://www.example.com

then Internet Explorer opens with the requested URL.  This happens
even if Firefox is already open.

  Win XP Pro SP2, Firefox 2.0.0.11, MSIE 6.0 SP2
(6.9.2900.2180.xpsp_sp2_gdr.070227-2254).
