Yes you can do all of that with Server 2012 (can do it with Server 2008 R2 as well) and RemoteApp is required. Install all the RDS roles except for the virtualisation host.

We have a load balancer, which routes you to a Ctirix XenApp server, where you authenticate with a domain ID, and then it shows you the one and only app you can run. Choosing it then prompts you for the application security (ID and password). Then you see the rest - entry screens, etc. I should be able to replace all the Citrix parts with Server 2012 and RDS, and the users should just be able to toodle right along.
