If you're looking to double your bandwidth for a single transfer (ie an off-site backup via FTP) both DSL links will need to be to the same ISP. In this regard it is no different than bonding a pair of T1s with MLPPP.
If you have 2 DSL links to separate ISPs your overall bandwidth will approximately double but any single transfer - regardless of protocol or direction - will only go as fast as the DSL line it's been assigned to. SonicWALL, Cisco, Netscreen and Watchguard can all do this, as can most of the small time devices.
