I was referring specifically to the ³no new power plants² and hand wavey
³even though we can¹t do anything about demand increasing² part.  Enron got
the rap for taking the most obvious advantage of the situation, but the
weird ³it¹s regulated, no wait it¹s deregulated² nature of CA energy policy
is just plain ole¹ broken.
