If you have disabled Junk but have some blocked senders as rule, messages will be move to junk email folder

I see this sometimes when I'm logged on to my main machine (non-cached) and I also have my tablet (cached) on and Outlook open. They come in, then a few seconds later, while you look at them, they vanish from the inbox and appear in the Junk folder. He is seeing emails being filtered in to the junk folder in front of his very eyes despite the junk filter being disabled in his outlook.
