Squid isn't bad, Ive tinkered with it. The scheduling capability of ISA seems far superior in that aspect. Having user based reports, not IP based reports is a nice 'value add' if they want to take advantage of it. For a windows shop, Im presuming as we are on the NT list :) I would say isa.
