If you boot using the Vista setup DVD, you get a WinPE environment

Shift+F10 gives you a command window. You can then browse the disk and delete 
things if required.

be able to browse to it from another machine, delete the files in
%windir%\SoftwareDistribution\Datastore


You reboot into a live linux cd too I guess...  It would have to have
ntfs support.
