I just read a post of a guy who was trying to figure out the same thing, and had the smart idea to run regmon and see what reg keys were changing when you changed fonts/stationary etc, but he didn't know how to lock them down.
So I went with it, ran Regmon while changing the Reply font in Outlook - and it looks like when I changed the reply font, a key was generated inside HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Common\MailSettings\ called ReplyFontSimple and had a long hex value. In theory, I suppose if you set it how you want it, then export those keys to all your boxen, and lock down write access to those specific keys, it just might work.
