While the tools mentioned are good, I've found that there are times
when they don't show what's got the file open.

What I finally had to do was kill the svchost.exe that was attached
via the command line: c:\windows\system32\svchost.exe -k
NetworkService.

Unfortunately, that killed all open file/directory connections to the
box, so I might as well have rebooted - and that's what I do now.

However, I suspect that the root cause of this is the continuing use
of PST files on the server, which starves the server, and orphans some
open file(s).

I'm petitioning management to let me ban PST files, but it's an uphill climb.
