Look at the wireless tools at nirsoft.net.  Not web-based, but they are 
portable in that you can carry them on a USB stick or download them, unZIP 
them, and run them without admin privs.

I use "WirelessKeyView: Recover lost WEP/WPA key stored by Wireless Zero 
Configuration service" when I'm working on client laptops.

"WirelessNetView - Monitor wireless networks on your area" is also very useful 
when scanning an area for WLANs.
