Create a group policy for screensaver.

Set it for local loopback replace, apply it to the TS OU where the
server resides. Loopback makes user settings in GP apply to any user
that logs into that workstation/server in the OU its applied too.

Set the Screen saver timeout to 0 minutes, which effectively disables
screensaver.

I can't remember exactly - but I think you are looking for loop-back
policy processing..

This site seems to explain it better than I can...

Subject: Group Policy - Screensaver

I have a group of remote users who log in to their local machines and
then to a terminal server to do most of their work. The user accounts
have a domain group policy applied which enforces a screensaver after xx
minutes. That's fine, but after they log back in they also have to log
in to the terminal server.

Is there a simple way to have the screensaver policy only apply to their
local sessions and not their term server sessions?
