It's because the update link posted to is from the Windows Update automatic system, rather than the manual updates one gets from the http://www.microsoft.com/downloads sub-site. WU uses a separate server farm, and the files often (usually? always?) have funky download names. I also wouldn't be surprised if the linked file is a different packaging of Win XP SP3, one designed for WU. Maybe needing separate downloads, or lacking certain files, or whatever. Or maybe not.
