What level of scalability are we talking about here? 100 users? 500? 1000? 10000? For a lot of organizations (like the one I work for), some of the scalability issues are a real concern, and some are... less so. For example, we've got < 100 users and a single domain. If performance only becomes a concern at > 10000 users, planning for that is probably a poor allocation of resources. I've been making everything a "Universal" group and haven't noticed any trouble yet.
