Ok, my message is very poorly written. Let me restate it.

I am running psshutdown from my laptop logged into the domain as a domain 
admin. The target computer is logged on to by a standard user. The tool fails 
to lock or shutdown the target computer.

If I log into the target computer with an account that has local admin rights 
the tool works.
