What do you need? JPEG or MPEG4? Dome or Box? PTZ? Megapixel? Night Vision? POE? Vandal Resistant or not?
Axis is the #1 IP Camera manufacturer for a reason, and you can't go wrong with them. I like Toshiba's line, and I've heard others like Panasonic's line. If you find a really cheap camera, find out if it's just a Vivotek re-branded. There are a ton of them out there. Vivotek isn't bad, but "Inexpensive Korean" is the best, short description I can give. Last, APC sells a camera designed for server rooms/racks.
