If you¹re using a proxy of some form, you might be able to rig something to
block web access until it¹s done (think hotel network connections and forced
agreements.)  However, unless it¹s absolutely foolproof, you¹re kind of
setting yourself up for a fall should anyone have trouble with their
payroll/timesheets in the future.
