Take a look at WinMerge also.  Last I looked it was free.  I have only
used for file to file comparisons, but you can compare folders also.

I use Total Commander from ghisler.com -- it has a directory-synch tool
which will do a bit-by-bit comparison on files in two different
directories (including subdirs) and then allow you to sync the dirs.
For comparison, I use ExamDiff -- there's a Pro version but the free
version has worked fine for me.
