If you are creating users with just email accounts then how are they
going to access their email boxes? Exchange in SBS is licensed
differently to exchange in general. If you create a normal user then
either a per user or per device license is required. If you create a
mailbox for say a room for scheduling meeting then it is neither of the
above cases and requires no license. If you create 20 users and only let
them log on locally to 1 desktop to check their emails then they only
need one device license in total - there is an MS case study of 300
users accounts on one SBS box.

If you are setting up email forwarding then you only need to add
external mailboxes into AD and set the accounts to forward them on. The
account templates process is designed to create full users and then
limit their rights, so you could create a security group which prevents
them from logging on, and then create a template where they are a member
of that group.
