"Page can not be displayed" is just a generic error message. What does it say below? "Can not find server or DNS error" would indicate that you aren't reaching the server (or the server is not responding). Otherwise, if there's a HTTP status code, then that indicates that IIS or http.sys is responding. What's the status code?
