Put them as a user, add them to the Network Configuration Operators
(Which might even be optional for connecting to a wifi network... But I
give it to my user so they can disable/repair connections)

I have laptop users who I do NOT want to be local admins, but I would
like them to be able install a home printer and/or configure their
