They took it away. It generated too much volume.

 

Now, and for about the last six months, if they "want" you to be able to
request a hotfix online, there will be a link at the very top of the KB
article. For example:

 

http://support.microsoft.com/default.aspx/kb/810037

 

Otherwise, you must call them as before.
