well, you could run something free but good like FileZilla server, so that it does NOT have access to any Active Directory accounts... you simply have it set on a separate folder with it's own service/user that ONLY has permissions to that folder and no where else. Then create FileZilla logins as needed with their own permissions. Serv-U-FTP was also a very good low cost option with similar setup or several middle-man transfers like http://www.yousendit.com
