I believe you are allowed a one time change to per user. The advantage of per user is that the cals are not tracked and you don't have to deal with all the nonsense of licenses being stored in the users registry and having to return licenses to the pool after 90 days.

OR, you purchased per-device licenses and when the TS licenses were installed, the wrong type was picked. You really need to know what kind of licenses you're supposed to have first and get that sorted. On your TS, launch Terminal services configuration, look in the Server Settings node at Licensing to see what mode the server is set to.
