Sounds like a registry permissions issue. Try running regmon (and filemon if
needed) from Sysinternals suite to see if you can find a problem.

Subject: Locked out of making changes as Domain Admin

Windows 2000 Server - I've been trying to configure a few services since doing
a domain controller restore using directory services restore mode. The server
runs fine but it seems I'm locked out of some things.

When I try to access the Routing and Remote Access as the Domain Administrator,
I get an error that states I do not have sufficient privileges to edit the
properties of the service. If I enter different Domain Admin account
credentials I get an error stating "The credentials you supplied conflict with
an exisitng set of credentials."

Does anyone know what permissions may have been lost that I would need to
re-establish, or why the domain admin account would be locked out of
configuring services?
