Did you try calling Canon yet?

I should have mentioned originally I read that and it didn't help.
I gave the user Full Control to the directory...

o When a Restricted User uses Network ScanGear under Windows
2000/XP/Server 2003, install Network ScanGear in the folder where the
Restricted User can overwrite.

Anyone know what to do so this POS works w/o giving the user admin
rights?

 

Once the device is selected, if they try to use MS Office Scanning the
device isn't listed as an option unless they have admin rights...
