No you can use domain policies. Watch out for slow link detection. You can redefine how fast a "slow link" is... with another group policy. Try this for starters http://www.google.com/search?hl=en&q=slow+link+detection+%22group+policy%22. We have had some home peeps in the past with this setup and gp's worked, currently we have none (how did that happen?).
