Do you need local admin rights to run this little beauty?

OK, I found a cute little utility that kills the "runonce"...

It downloads, adds the value "RunOnceHasShown", sets it to "1", all in
less than 5 seconds.  (It adds that to HKCU\Software\...\IE\Main .)
