Serial ports on Proliants don't work with external modem unless you
disable their link to ILO and even so may not work correctly.
Add a serial card:
 
 
 

HP ProLiant Servers - Serial Port Is Not Working and Serial Devices Are
Not Working Properly

ISSUE: 

Serial devices are not working if they are connected to the serial port
of an HP ProLiant Server. The same device is connected to third-party
Server (non HP), and it works perfectly.

SOLUTION: 

By default, the serial port of HP ProLiant Servers is occupied by the
Integrated Lights-Out (iLO) and the Remote access through the serial
port.

If a serial device needs to be connected, the remote access through the
serial port needs to be disabled from the iLO, and from the ROM Based
Setup Utility (RBSU).

>From the iLO settings, there is an option for the Command Line Interface
(CLI) settings. Disable the Serial CLI Status (as shown in the following
illustration).

  

>From the RBSU, the BIOS Serial Console Port needs to be disabled, as
shown in the illustration that follows. (Select BIOS Serial Console &
EMS , then select BIOS Serial Console Port , and then select Disabled ).

If you can boot to DOS you don't even need Telix, just type "echo atdt
xxxx >> comx " in the prompt and the modem should start dialing.
(or atdp if you use pulse dialing over there).
 
This may even work under Unix.

Maybe test it at the bare-bones level - boot it from a DOS floppy
bootdisk and run an old terminal software such as Telix and see if you
can operate the modem from there.  

(Boy, isnt that bringing back memories from the BBS days!)
