I've just read it in several places. I couldn't offer anything official but
it's widely used in the DIY-XP-CD circles I run in. There is no official
download from MS that I was ever able to find. I read it was once and
internal tool that ended up in the WAIK others have mentioned. I trust MSFN
though. After a little research it look like oscdimg.exe that was also
mentioned is a newer version of the same program with additional options.
