If it is a known MAC that you want to control, you could put a reservation in for that MAC and give it a non-routeable address.
Other than that, I think your best bet is something like 802.1x - but that is a big project. We used to use VMPS/URT from Cisco which worked beautifully, but that has been deprecated. There are open source replacements for VMPS. My concern with that path is some change in IOS on the switch that would break the functionality. Or you could go with some network access technology (NAC, NAP, etc). Again, a pretty big project.
