That disables a users ability to save an email template in Outlook?

File --> Save as ---> email template *.oft

When a user tries to do that, she gets the message "You are restricted  from 
doing this, contact your Sysadmin."  I know its a policy because I created a 
test user, and got the same results, and the error went away after moving the 
test user to a different OU.

So if anyone knows which setting this is, i'd be much obliged.
