Well technically he could get MOSS Enterprise and get the forms server. That would do web based forms work flow without Office or Infopath. However, the costs of the Enterprise CAL are likely to exceed the cost of what it would take to get Infopath.
Of course, that is based on "for profit" commercial pricing. There may be some non-profit sku's that would help.
