Never mind.  XMLlite is required per MS article 943729.

Hi Folks,
 
I'm confused on client-side extension requirements for my XP and Windows 2003 
servers.  Do I need to install the client side extensions and xmllite or just 
the extension?  Is XMLlite needed to parse the CSEs since they are in XML 
format?
 
Just wanting to know before I send this to my enterprise desktops.
