Here's a template for group policy.
--- start favorites.adm ---
CLASS USER
CATEGORY "Start Menu and Taskbar"
POLICY "Add Favorites to the Start Menu"
KEYNAME Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
VALUENAME "StartMenuFavorites"
VALUEON NUMERIC 1
VALUEOFF NUMERIC 0
END POLICY
END CATEGORY
--- end favorites.adm ---
To use:
1. Add the template to a policy you're editing by right-clicking
Administrative templates, then choose Add/Remove Templates.
2. Left-click Administrative Templates, then right-click Administrative
Templates, choose View, Filtering, and un-check "only show policy settings
that can be fully managed". You'll need to repeat this step every time you
open the policy to edit it.

Subject: Adding IE favorites to Start Menu
OS: XP SP2/SP3
Ie favorites managed via GPO in AD 2003 domain functional level
environment.
I know its possible to place the IE favorites (as a folder or shortcut)
in the user's XP SP2 Start menu but don't see an option in GPO.
Does this have to be via scripting? If so, my googlefu hasn't been able
to come up with anything. Ideas?
TIA,
