A commodity PC running Linux. Linux has native VLAN support in the kernel, so we just get more network interfaces. Linux also has strong firewall capabilities built-in. We use a home-grown firewall script, but there are also some nice "appliance distributions" for this sort of thing, too. Just boot from CD, log in to the web GUI, and you're off and running. Some don't even need a hard drive.
