Does this have something to do with the settings for the local intranet zone - are they moving from network locations that Explorer thinks are outside the local intranet zone, or not added to the Trusted Sites list? If they are on a location that is mapped via IP, then Windows tends to think they are internet zones instead. I would definitely try adding the locations to trusted sites.
