Don't think it will likely be the same issue, but I had this problem on some of my Citrix servers. Citrix Hotfix Rollup 4 seemed to get rid of it. The service showed as "started", but the RDP listener was listed as "down" and connection via RDP was impossible until the system was rebooted.
