Well, if you're *really* concerned about security, I would suggest SFTP with public key authentication. You can get pretty decent client and server software for "free". Public keys mean you're protected against password guessing and man-in-the-middle attacks. However, this would require software install on the client, exchange of keys, and possibly some user training. So it's a non-trivial deployment. I can't speak to web-based file access front ends so much.
