Uh, the way you're stating your solution space is backward from what
the policy requires, if I'm reading you correctly.

Your statement that "non-state-owned computers cannot connect to our
LAN" seems to imply that *only* state-owned computers may connect.

If that's the case, then that shuts out webdav, ssl VPNs, OWA, and all
the rest.

In fact, if that's the case, then a VPN is your *only* solution -
along with issuing state-owned computers (probably laptops) to
employees.

I'd get clarity on that, if I were you...
