This reminds of Bender on Futurama, when asked for a guarantee that his merchandise was genuine: "I can guarantee you anything you want!" I'm sure there are companies which will be happy to broker this stuff for a fee. But why do you trust them when you don't trust the scrap dealer? Either one might do something that gets you in trouble. If you're worried, check with your company counsel. Some jurisdictions may have laws that say the original purchaser is liable even if they've sold it, regardless of who you deal with. Some jurisdictions may just require a paper trail.
