Like a Phishing Scam. But I can report a Phishing Scam to the FBI and the FTC. I don't know who to report the phone scam to??

While deep sea Vhishing is a passion of my CEO's the membership doesn't seem to hold his passion for it. Ok jokes off. How do I report a Vhishing attempt. We have had about 14 members call with the same story of being woken up at 4:30am stating their debit/credit cards where misused and needed to be validated. What is the S.O.P. for this?
