One of the templates gets laid right onto the root of C:\. The directory on the network it's pulling from has restricted wite access. So robocopy with the /SEC option copied the permissions from that network directory to the entire C:\ drive.
Thus the pagefile could be read but not written to. Very weird issue. The fact that it happened to users who just installed the new windows update and rebooted made it that much more confusing.
