President Morse provided an update on the Parks Hall fire that occurred
the night of July 3, 2002. She reported that a student saw smoke coming
out one of the ventilators, went into the building, smelled smoke and
released the fire alarm. An Emergency Response Team was notified
immediately, and crews were on site the next three days providing clean
up. Walls, flooring and rugs have to be torn out and all offices need to
be emptied, cleaned, and repainted due to smoke damage. The president
declared an emergency and the university contacted an outside firm to
assist with the recovery process. Parks Hall is scheduled to re-open
September 21 with classes beginning September 25.
The president said that a budget system was set up to monitor all
expenses incurred due to the fire, including staff overtime. The
university is working with the Office of Financial Management (OFM) and
the legislature to work out a process for paying for losses. The
university intends to request from OFM and the legislature complete
recovery of any costs not covered by insurance.
Vice President Pierce said the response to the emergency was very good.
He said that many Western staff should be commended for their hard work
and overtime hours spent on the project. He also said the university has
insurance with the state that covers up to $250,000 in computer-related
equipment with a $50,000 deductible. Certain recovery costs have yet to
be determined, and the university is working with a claims adjuster.
Trustee Swenson asked if there was information on the cause of the fire.
Pierce said that the fire marshall reported the fire originated in a
server in a cabinet. They suspect that it was caused by an electrical
problem that originated with a particular device, but they haven't been
able to confirm that.
